Microsoft Copilot

For a company-wide rollout these are the two realistic options, and the deciding factor is rarely the model. It is whether your work already lives in Microsoft 365, and how much of the identity, audit and contracting problem you want someone else to have already solved.

The short answer

  • Work happens in Word, Excel, Outlook and Teams → Microsoft Copilot
  • You want the newest models, GPTs and the flexibility to build → ChatGPT Enterprise
  • Large organisations often run both, split by department

Who wins what

Microsoft 365 is the workplace

Microsoft Copilot

The AI runs inside the documents and meetings people already have open, so nothing about the workflow has to change.

Model capability

ChatGPT Enterprise

Fastest access to the newest OpenAI models, plus the GPTs ecosystem.

IT operational load

Microsoft Copilot

Entra ID and Purview mean it inherits the permission and audit infrastructure you already run.

Flexibility and custom work

ChatGPT Enterprise

API access, GPTs and Code Interpreter make it far easier to build something specific to your business.

Contracting in Japan

Microsoft Copilot

A direct contract with Microsoft Japan and yen invoicing is simpler to get through procurement.

Strengths and trade-offs

ChatGPT Enterprise

Strengths

  • Fastest access to the newest OpenAI models
  • GPTs ecosystem for packaged internal assistants
  • Code Interpreter and Files for data work
  • API access for custom integration
  • Strongest general-purpose capability

Trade-offs

  • High seat minimums put it out of reach for mid-size companies
  • Quoted pricing adds a procurement step
  • Microsoft 365 integration has to be built
  • Often contracted through resellers, which limits billing flexibility in Japan

Microsoft Copilot

Strengths

  • Native in Word, Excel, Outlook, Teams and PowerPoint
  • Direct contract with Microsoft Japan and yen invoicing
  • Runs on Entra ID and Purview, which IT already operates
  • Copilot Studio for department-specific customisation
  • Minimal friction where Microsoft 365 is already deployed

Trade-offs

  • Requires Microsoft 365 licences — wrong fit for Google Workspace organisations
  • Less capable as a general-purpose assistant
  • Slower to adopt the newest OpenAI models
  • Copilot Studio does not match the GPTs ecosystem

What it costs

ChatGPT Enterprise is quoted rather than listed, with seat prices reported around $60. Microsoft Copilot is published at $30 per seat on an annual contract with looser minimums, which makes it considerably easier to put in a budget request.

Questions we get

Can we start smaller than Enterprise?
Yes. ChatGPT Team at $25 per seat covers a pilot without a procurement cycle, and Microsoft 365 Copilot can be bought for a subset of users. Run thirty people for a month before committing the company.
What about Azure OpenAI instead?
That is the right answer when you are building an application rather than deploying an assistant, or when data must stay in a specific Azure region. You take on the interface and the support in exchange.
Do organisations really run both?
Often, yes — Copilot across the company for Office work, ChatGPT Enterprise for the engineering and data teams who need the model itself.
