ChatGPT Enterprise vs Azure OpenAI — product or platform?

These are often compared as if they were alternatives in the same category. They are not. ChatGPT Enterprise is a product you deploy to people; Azure OpenAI is infrastructure you build on. Picking correctly starts with deciding which of those you need.

The short version

  • You want employees using AI next week → ChatGPT Enterprise
  • You are building a feature or an internal application → Azure OpenAI
  • Data must stay in a specific Azure region → Azure OpenAI
  • Plenty of companies end up with both, for different jobs

The cost question

Per-seat and per-token pricing are not comparable without usage data. A thousand employees using an assistant lightly is usually cheaper per seat; a handful of engineers running a high-volume pipeline is usually cheaper per token. Model your actual pattern before letting either vendor model it for you.

The cost people forget on the Azure side is engineering. You are building and maintaining the interface, the prompt layer, the evaluation and the support path. That is a real team cost that does not appear on the invoice.

What makes Azure the right answer in Japan

Data residency in a Japan region, an existing Microsoft enterprise agreement, and a procurement process already familiar with Azure. For regulated industries those three together are frequently decisive, and they explain why Azure OpenAI appears in Japanese financial and healthcare deployments more often than its global share would suggest.

Do we get the same models on both?

Broadly the same families, but availability on Azure can lag OpenAI's direct release by weeks to months, and region availability varies. Confirm for the specific model you depend on.

Can we start with ChatGPT Team instead?

Yes, and for a pilot it is usually the right move. $25 per seat, no procurement cycle, and you learn what people actually ask for before committing to either path.

Is Microsoft Copilot a third option?

It is, and if your work lives in Office it may be the best one. It is a product like ChatGPT Enterprise rather than a platform like Azure OpenAI.
